Pagabo names 56 contractors on £5bn National Framework for Major Works 2026

Morgan Sindall, Wates and BAM are among the firms appointed across five lots on the four-year public sector framework, the first brought to market under Pagabo's 10-year partnership with YPO.

Pagabo has named 56 suppliers across five lots on the National Framework for Major Works 2026, a four-year agreement with an estimated total value of up to £5bn, the framework manager announced on 19 October.

Pagabo said the appointed firms include Morgan Sindall, Wates and BAM. The framework is now live and free for all public sector organisations to access, it added.

YPO is the centralised procurement authority for the framework, with Pagabo acting as framework manager responsible for its design, delivery and ongoing management. The arrangement sits under a 10-year strategic delivery partnership between the two organisations, which Pagabo announced on 21 April 2026.

David Llewellyn, construction and infrastructure director at Pagabo, said: "Through our role as framework manager, we will help clients procure confidently and compliantly, with efficiency and powerful insights offered by purpose-built digital systems."

The framework

Pagabo said the framework is compliant with the Procurement Act 2023 and Procurement Regulations 2024. Its framework page describes the agreement as being for major construction projects of £5m and above, offering clients a choice of national and regional contractors.

Public sector bodies able to use it include local government, NHS and health service providers, blue light services, housing and education, according to Pagabo. Geographically it covers the North, Midlands, Southwest and Southeast of England, London, Scotland, Wales and Northern Ireland.

When Pagabo issued the tender on 28 April 2026, it set out the lot structure. Lot 1 is a collaborative partner lot with one supplier appointed per sub-lot. Lot 1a covers delivery in England and Wales for projects of £5m and above, while Lots 1d and 1e are most advantageous tender sub-lots for Scotland and Northern Ireland respectively, also at £5m and above. Lots 2 to 5 each include up to nine contractors per region and value band.

Appointed suppliers will have access to Pagabo Group's social value platform ImpactOS and its contract management platform Sypro, the company said.

Background

This is the third generation of Pagabo's major works framework. The company said previous iterations helped deliver construction projects worth more than £3bn in total.

It is also the first new framework brought to market jointly by Pagabo and YPO. Jason Stapley, chief procurement officer at Pagabo, said at tender stage: "This is the first framework we are bringing to market in partnership with YPO under the new procurement regulations". He added that SME inclusion and social value have always been important to both organisations.

The tender submission deadline was 22 June, with a launch planned for October. The official record on the government's Find a Tender service shows Pagabo Limited acting on behalf of Yorkshire Purchasing Organisation (YPO) to award a framework of contractors, scheduled to start in October 2026 for a term of four years. The award notice was published on Find a Tender on 2 October, ahead of Pagabo's public announcement of the suppliers on 19 October.

The figure of 56 suppliers comes from Pagabo's own announcement and framework page. The Find a Tender award notices could not be read to confirm whether the number refers to unique firms or to lot appointments.

Pagabo says that since 2013 it has enabled more than £6bn in social value for public sector organisations. Michelle Walker, head of procurement services at YPO, said in April that a rigorous tender process led to the formation of the partnership with Pagabo.

The full list of awarded suppliers is published in the user guide on Pagabo's framework page. Pagabo's framework page gives the end date of the agreement as October 2030.
